Kings in the Ranger's Apprentice universe rule over several countries. During Will's apprenticeship, King Duncan ruled over Araluen, King Henri over Gallica. King Swyddned was the king of Celtica. Each of the eight kingdoms of Hibernia have a separate king to each kingdom. Despite his crown, King Henri has no real power over his land other than La Rivage, where he holds court, although more power was apparently given to the position after King Philippe took over after an uprising.
The Temujai, Arridi and Skandians don't have kings, but have Sha'shans (Temujai), Emrikir (Arridi) and Oberjarls (Skandians). The people of Nihon-Ja and Byzantos have an Emperor or Empress.
Kings in the RA Universe have essentially the same role as the real medieval kings; to keep order, lead the army into war, work as a judge, and to keep things stable throughout his kingdom along with their Barons or Lords, Shans or Jarls
